Protecting Your Business: Real Phishing Scams Using Fake CAPTCHA and “Accept All” Cookie Banners – Proof and How to Stay Safe

Phishing campaigns increasingly exploit fake CAPTCHA prompts and “Accept All” cookie banners. While these tactics have received media attention, many clients still ask whether the threats are genuine and how serious they really are.
|
The answer is clear: these attacks are real, well-documented, and continuing to evolve in 2026.
|
Often referred to as “ClickFix” (fake CAPTCHA) and rogue cookie banner campaigns, they have been thoroughly analyzed by leading firms including HP Wolf Security, ESET, and Microsoft. Here is a concise, client-ready overview with direct references to official threat reports.
|
|
How the Fake CAPTCHA Scam Works (“ClickFix”)
Attackers create malicious websites displaying convincing fake CAPTCHA challenges that mimic Cloudflare, Google reCAPTCHA, or similar services.
|
- Users click the box or “Verify you are human.”
- Hidden JavaScript copies a malicious PowerShell or mshta command to the clipboard.
- The page instructs users to press Win + R, paste the command (Ctrl + V), and press Enter “to complete verification.”
- This executes the code and installs malware—often with no further clicks required.
Common payloads include infostealers (such as Lumma Stealer), remote access trojans (RATs), ransomware, and cryptominers. Real CAPTCHAs never ask users to run system commands.

|
ESET reported a 517% surge in ClickFix detections (tracked as HTML/FakeCaptcha) between H2 2024 and H1 2025, making it the second-most common attack vector after traditional phishing and accounting for nearly 8% of all blocked threats in their telemetry.
|
|
|
The “Accept All” Cookie Banner Evolution
This tactic emerged in Q1 2025. Attackers create fake travel booking sites that often mimic Booking.com, featuring blurred background images and realistic cookie consent banners.
|
- Clicking “Accept All” or “Accept” triggers a malware download (no clipboard step needed in many cases).
- The tactic exploits “click fatigue”—the common habit of quickly accepting cookie banners on legitimate sites.
- A frequent payload is the XWorm RAT, which can provide attackers with remote control of the device.
|
HP Wolf Security described this as “an evolution of campaigns seen in Q4 2024 that relied on fake CAPTCHA challenges.” Newer variants use Windows Terminal and signed scripts for better evasion.

Small businesses and remote workers are frequent targets, as the instructions can feel like routine technical steps. Awareness and simple habits make a significant difference.

How to Protect Yourself and Your Team
|
- Never paste commands from a website into the Run dialog (Win + R), Terminal, or PowerShell. Legitimate verifications do not require this.
- Close unexpected CAPTCHA or cookie banners on unfamiliar sites and navigate away.
- Use a strong ad blocker (such as uBlock Origin), keep your browser and operating system updated, and enable real-time web protection in your antivirus.
- Consider clipboard monitoring or script-blocking extensions where practical.
- Manually verify URLs instead of clicking links from unsolicited ads or emails.
- For organizations: Deploy endpoint detection and response (EDR) tools and conduct regular staff training with simulated scenarios.

Quick rule of thumb: If a website asks you to run code or accept a banner to “fix” or “verify” something, treat it as suspicious and leave the page.
